Some are just planned with half exposed windows. If basements weren't made with window wells they wouldn't be very functional when all there was for lighting was lamps and candles. During the day on the south side quite a bit of light and even solar heat can get in. Even with electricity there are times when you rely on the natural light. The wells are made with french drains just like the foundation is presumably. Snow would melt and water would drain without flooding the lower floors though the windows. You know this if you ever went into a basement and looked around.
